Who are those 4 guys in the end who come in out of nowhere and turn shiro into jade?

If u can answer this question or have any other questions about people who just showed up wihtout a story or such, please post here.

They are all through the story...

"Adepts"

They are NPCs in several Outposts and some are even part of primary quests.

Suun and the adepts. Suun is in his "generic Canthan peasant" form because Anet apparently was too lazy to put the real Suun model to most of the cutscenes he appears in.

Here's the most obvious example of the two Suuns:
